Taylor, in the surveillance of federal agencies for compliance with federal laws against discrimination, review of federal legislation and agency regulations, participation in lawsuits challenging infringements of civil rights, and dissemination of information to the public regarding the status of laws and government actions affecting equal rights of minorities and the poor.
